Ayn\u0131 g\u00f6z trafik g\u00fcvenli\u011fini de incelese ayn\u0131 sonu\u00e7lar \u00e7\u0131kmaz m\u0131?<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">\u00d6mer Asmal\u0131 gemiler ve yap\u0131lar\u0131 kar\u015f\u0131la\u015ft\u0131rd\u0131\u011f\u0131 yaz\u0131s\u0131 <\/h2>\n\n\n\n<p>\u201cDo\u011fada bulunan her varl\u0131k canl\u0131 veya cans\u0131z olsun mutlaka bir g\u00fcn \u00f6l\u00fcr veya de\u011fi\u015fime u\u011frar. Bizler imk\u00e2nlar d\u00e2hilinde m\u00fcmk\u00fcn mertebe kendimizi veya e\u015fyalar\u0131m\u0131z\u0131 uzun ve sa\u011fl\u0131k \u00f6m\u00fcrl\u00fc olmas\u0131 i\u00e7in u\u011fra\u015f veririz. Koruma \u015feklimiz bireysel oldu\u011fu kadar mevzuatlar ile de belirleniyor veya korunuyor. Canl\u0131lar\u0131n bir g\u00fcn \u00f6lece\u011fini biliyoruz, e\u015fyalar\u0131m\u0131z, evlerimiz, gemilerimizde bir g\u00fcn ayn\u0131 ak\u0131bete u\u011frayacak. Eskiyecek ve kullan\u0131lamaz hale gelecektir fakat var oldu\u011fu zamanlar can ve mal emniyetine zarar vermemelidirler. <\/p>\n\n\n\n<p>Ki\u015fisel veya \u00f6zel e\u015fyalar\u0131m\u0131z\u0131n korunmas\u0131 veya kullan\u0131lmas\u0131 \u015fahs\u0131n kendi tasarrufunda ancak ev, araba, u\u00e7ak, gemi vb. gibi kamuya mal olmu\u015f veya kamusal nitelik ta\u015f\u0131yan e\u015fyalar ise ki\u015filerin inisiyatifine b\u0131rak\u0131lamaz. Bu nedenle yasal olarak mevzuatlarla baz\u0131 s\u0131n\u0131rlar\u0131n \u00e7izilmesi gerekir. Niye b\u00f6yle bir yasal d\u00fczenlemeye tabi tutuluyor diye sordu\u011fumuz zaman bunlar yap\u0131lma ama\u00e7lar\u0131na hizmet etmek i\u00e7in uygun ortam\u0131n sa\u011flanmas\u0131 ve d\u0131\u015ftan gelecek \u00f6ng\u00f6r\u00fclebilir tehditlere kar\u015f\u0131 dayan\u0131kl\u0131 olmak durumunda oldu\u011fu i\u00e7in diyebiliriz. Bu e\u015fyalar\u0131 hareketli ve hareketsiz olarak 2 ye ay\u0131rabiliriz. Hareketli olanlar, kara, deniz ve hava ta\u015f\u0131tlar\u0131, hareketsiz olanlar karasal bazl\u0131 \u00e7e\u015fitli binalard\u0131r. Hareketli diye nitelendirdi\u011fimiz e\u015fyalar genellikle ulusal oldu\u011fu kadar uluslararas\u0131 sahalarda bulunabilirler. Bu nedenle yap\u0131m a\u015famas\u0131ndan hurdaya gidene kadar bir\u00e7oklar\u0131 uluslararas\u0131 kabul g\u00f6rm\u00fc\u015f mevzuatlar \u00e7er\u00e7evesinde denetime tabi tutulurlar.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">24 y\u0131lda ciddi yol kat edemedik<\/h2>\n\n\n\n<p>A\u011fustos 1999 G\u00f6lc\u00fck\/Marmara depreminden bu zamana kadar 24 y\u0131l ge\u00e7ti. O zaman yap\u0131 denetimleri ile gemi denetimlerini k\u0131yaslam\u0131\u015f ve \u00e7e\u015fitli ortamlarda dile getirmi\u015ftim. Bunca zaman sonra mevzuat olarak baz\u0131 iyile\u015ftirmeler yap\u0131lmas\u0131na ra\u011fmen temelde ciddi bir yol kat edemedi\u011fimizi son depremde g\u00f6rd\u00fck. Asl\u0131nda sadece depremlerde de\u011fil sel, \u00e7\u0131\u011f gibi do\u011fal afetlerde de g\u00f6r\u00fcyoruz. O an i\u00e7in bir panik ya\u015fan\u0131yor sonra\u2026 \u015eimdi de di\u011fer illerimiz i\u00e7in s\u00f6z konusu olan muhtemel deprem korkusu ve acil \u00f6nlem tela\u015f\u0131 hepimizi sard\u0131. Peki, niye b\u00f6yle oldu, niye yol alamad\u0131k sorusuna denizci bak\u0131\u015f a\u00e7\u0131s\u0131 ile bakmaya \u00e7al\u0131\u015faca\u011f\u0131m. Bu arada yap\u0131 ve zemin ile ilgili bir m\u00fchendislik e\u011fitimimin olmamas\u0131na ra\u011fmen verece\u011fim \u00f6rnekler gerek sosyal medyada \u00e7\u0131kan uzman g\u00f6r\u00fc\u015fleri gerekse ak\u0131l y\u00fcr\u00fctebilen her vatanda\u015f\u0131n kabul edebilece\u011fi veriler oldu\u011fu kanaatindeyim.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Kar\u015f\u0131m\u0131zdaki tablo vahim<\/h2>\n\n\n\n<p>\u00d6ncelikle yap\u0131 m\u00fchendisli\u011fi konusunu inceledi\u011fimizde ve depremle ili\u015fkilendirdi\u011fimizde ger\u00e7ekten vahim tablo ortaya \u00e7\u0131kmaktad\u0131r. Bu konuda g\u00f6r\u00fc\u015fleri ve katk\u0131s\u0131 i\u00e7in \u0130n\u015f. M\u00fch. Nizamettin Biber arkada\u015f\u0131m\u0131n g\u00f6r\u00fc\u015f ve tespitlerine de yer vermek istiyorum. \u00dclkemiz \u00fcz\u00fclerek g\u00f6r\u00fclece\u011fi \u00fczere kumdan binalar, g\u00fczel sesli m\u00fcezzinler \u00fclkesi konumuna d\u00fc\u015fm\u00fc\u015ft\u00fcr. Bu sak\u0131n ola ki siyasal olarak bir tarafa \u00e7ekilmesin. \u00d6nceleri de b\u00f6yleydi gene ayn\u0131 fazla bir de\u011fi\u015fiklik yok. \u0130lim ve bilim \u00f6nemli ama \u00f6nce zihniyet de\u011fi\u015fikli\u011fi ve akabinde kar\u015f\u0131 taraf bakmadan \u00f6ncelikle kendi kendimizi sorgulamam\u0131z, aynaya bakmam\u0131z gerekir diye d\u00fc\u015f\u00fcn\u00fcyorum.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1000\" height=\"551\" src=\"https:\/\/gazetetrafik.com\/wp-content\/uploads\/2025\/04\/gemiler.jpg\" alt=\"\" class=\"wp-image-1361\" srcset=\"https:\/\/gazetetrafik.com\/wp-content\/uploads\/2025\/04\/gemiler.jpg 1000w, https:\/\/gazetetrafik.com\/wp-content\/uploads\/2025\/04\/gemiler-300x165.jpg 300w, https:\/\/gazetetrafik.com\/wp-content\/uploads\/2025\/04\/gemiler-768x423.jpg 768w, https:\/\/gazetetrafik.com\/wp-content\/uploads\/2025\/04\/gemiler-18x10.jpg 18w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\" \/><\/figure>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Deprem b\u00f6lgelerinde y\u0131k\u0131lan binalar\u0131n neden betonarme yap\u0131 gibi davranmad\u0131\u011f\u0131 neden kum gibi da\u011f\u0131ld\u0131\u011f\u0131 neden enkaz haline geldi\u011fi hususunda bir\u00e7ok parametre etkin olmakla beraber genellikle;<\/li>\n\n\n\n<li>Binalar\u0131n ekonomik \u00f6mr\u00fcn\u00fc a\u015ft\u0131\u011f\u0131 halde y\u0131k\u0131l\u0131p yeniden yap\u0131lmas\u0131 gerekirken kullan\u0131lmas\u0131, yap\u0131lar\u0131n ya\u015f\u0131<\/li>\n\n\n\n<li>Yap\u0131la\u015fma i\u00e7in yanl\u0131\u015f yer se\u00e7imi, temellerin oturdu\u011fu zeminlerin ta\u015f\u0131ma kapasitelerinin, kohezyonunun d\u00fc\u015f\u00fck olmas\u0131, depremde zeminin s\u0131v\u0131la\u015fmas\u0131<\/li>\n\n\n\n<li>\u2018Yumu\u015fak kat etkisi\u2019 yap\u0131larda zemin katlar\u0131n d\u00fckk\u00e2n olarak kullan\u0131lmas\u0131, normal kattan daha fazla kat y\u00fcksekli\u011finin y\u00fckseltilmesi, bu katlarda tasar\u0131ma uygun yeniden statik hesaplar\u0131n yap\u0131lmam\u0131\u015f olmas\u0131.<\/li>\n\n\n\n<li>\u0130n\u015faatlarda kullan\u0131lan malzeme kalitesinin, temel tipi se\u00e7iminin, kolonlar ve kiri\u015flerin en kesit boyutlar\u0131n\u0131n ve donat\u0131 miktarlar\u0131n\u0131n yetersizli\u011fi.<\/li>\n\n\n\n<li>Mesleki yeterlilik belgesi olmayanlar\u0131n yapt\u0131\u011f\u0131 niteliksiz i\u015f\u00e7ilik, standartlara uygun olmayan imalat kusurlar\u0131.<\/li>\n\n\n\n<li>\u0130n\u015fa edildi\u011fi y\u0131llarda y\u00fcr\u00fcrl\u00fckte olan y\u00f6netmeliklere uygun olarak ta\u015f\u0131y\u0131c\u0131 sistem elemanlar\u0131n\u0131n in\u015fa edilmemi\u015f olmas\u0131.<\/li>\n\n\n\n<li>Biti\u015fik nizamda in\u015fa edilen binalar\u0131n kat seviyelerinin farkl\u0131 olmalar\u0131 ve dilatasyon derz uygulamas\u0131 yap\u0131lmamas\u0131, farkl\u0131 oturmalara olanak sa\u011flanmas\u0131.<\/li>\n\n\n\n<li>Temel kotunda yer alt\u0131 ve y\u00fczey sular\u0131n\u0131n uygun drenajla uzakla\u015ft\u0131r\u0131lmamas\u0131, temelin suya maruz kalmas\u0131 ve donat\u0131lar\u0131n korozyona u\u011framas\u0131.<\/li>\n\n\n\n<li>Sonradan ta\u015f\u0131y\u0131c\u0131 siteme m\u00fcdahale edilmesi, kolon, kiri\u015f kesilmesi vb. ve at\u0131k su PVC borular\u0131 gibi tesisat borular\u0131n\u0131n ta\u015f\u0131y\u0131c\u0131 sistem kesitinde bozulma yapacak, zay\u0131flatacak \u015fekilde ge\u00e7irilmi\u015f olmas\u0131.<\/li>\n\n\n\n<li>&nbsp;\u0130mar durumuna uygun haz\u0131rlanan proje d\u0131\u015f\u0131nda fazladan ka\u00e7ak kat at\u0131larak temele ve alt katlara hesap d\u0131\u015f\u0131ndan fazladan \u00f6l\u00fc y\u00fck bindirilmesi, alan edinmek amac\u0131 ile a\u00e7\u0131k ve kapal\u0131 \u00e7\u0131kmalar\u0131n hesap d\u0131\u015f\u0131nda art\u0131r\u0131lmas\u0131.<\/li>\n\n\n\n<li>Betonarme yap\u0131n\u0131n tamamlanmadan \u00e7at\u0131 ve d\u0131\u015f kaplama yap\u0131lmadan kullan\u0131lmas\u0131, mevsim hava olumsuzluklar\u0131na, ya\u011fmur, r\u00fczg\u00e2r, s\u00fclfat iyot tuz etkilerine maruz kalmas\u0131,<\/li>\n\n\n\n<li>&nbsp;\u0130n\u015fa s\u00fcrecinde yetersiz teknik eleman kontrol\u00fc gibi hususlar en belirgin y\u0131k\u0131m nedenleridir.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">&nbsp;Hatan\u0131n nedeni bizlerde<\/h2>\n\n\n\n<p>Uzmanlar\u0131n genel g\u00f6r\u00fc\u015f\u00fc depremler sonucunda, betonarme binalar\u0131n kum gibi da\u011f\u0131lmas\u0131n\u0131 istemiyorsak, yap\u0131lacak t\u00fcm yap\u0131lar\u0131n y\u00f6netmelikler do\u011frultusunda zemin kapasiteleri y\u00fcksek olan b\u00f6lgelerde projelerine azami \u00f6l\u00e7\u00fcde uygun olarak in\u015fa edilmelidir \u015feklindedir. M\u00fcteahhitlik kurumsal kimlik yap\u0131s\u0131 ve denetim firma uygulamalar\u0131 yeniden d\u00fczenlenmelidir. \u0130mar d\u00fczenlemeleri ile kent planlama s\u00fcre\u00e7leri yeniden g\u00f6zden ge\u00e7irilmelidir.<\/p>\n\n\n\n<p>Deprem B\u00f6lgesindeki TOK\u0130 konutlar\u0131, Kahramanmara\u015f\u2019taki in\u015faat m\u00fchendisleri odas\u0131 \u015fube binas\u0131 ile Ad\u0131yaman\u2019da tuzla buz olan belediye binas\u0131n\u0131n yak\u0131n\u0131ndaki cam giydirmeli, \u015fehrin ilk ak\u0131ll\u0131 binas\u0131 olan Kommagene K\u00fclt\u00fcr Merkezi\u2019nin camlar\u0131n\u0131n bile k\u0131r\u0131lmamas\u0131 kurallara, normlara uygun bina yap\u0131ld\u0131\u011f\u0131 takdirde magnitut b\u00fcy\u00fckl\u00fc\u011f\u00fc y\u00fcksek \u015fiddetli depremler sonucunda binalarda yap\u0131sal hasar bir yana konstr\u00fckstif \u00e7atlaklar\u0131n bile olmayaca\u011f\u0131n\u0131 g\u00f6stermi\u015ftir.<\/p>\n\n\n\n<p>Yukar\u0131daki bilgiler teknik i\u00e7eri\u011fi olsa bile h\u00e2lihaz\u0131rda m\u00fchendis k\u00f6kenli olmayan sokaktaki vatanda\u015fa binalar niye y\u0131k\u0131l\u0131yor diye sorsan\u0131z eminim bu maddelerin yar\u0131s\u0131n\u0131 s\u00f6ylerler. O zaman hata nerede? Hatan\u0131n nedeni yukar\u0131daki sat\u0131rlarda yani bizlerde.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Gemiler s\u00fcrekli denetimdedirler<\/h2>\n\n\n\n<p>Biz bunu kendi alan\u0131m\u0131z olan denizcili\u011fe indirgeyelim. Sonu\u00e7ta her iki mahalde ya\u015fan\u0131lan, i\u00e7inde oturulan veya \u00e7al\u0131\u015f\u0131lan i\u015f yerleri. Kara yap\u0131lar\u0131 ile gemileri kar\u015f\u0131la\u015ft\u0131r\u0131lsak kar\u015f\u0131m\u0131za \u00e7\u0131kan tablo bize \u00f6nemli bilgiler verece\u011fini d\u00fc\u015f\u00fcn\u00fcyorum. Gemileri yap\u0131m a\u015famas\u0131ndan itibaren b\u00fct\u00fcn ya\u015fam\u0131n\u0131 boyunca ge\u00e7irdi\u011fi maceralar\u0131 \u00f6zet \u015feklinde a\u00e7\u0131klamaya \u00e7al\u0131\u015fal\u0131m. Belki buradan ders alarak bu kurallar\u0131 karada yap\u0131lan b\u00fct\u00fcn yap\u0131lara adapte ederiz.<\/p>\n\n\n\n<p>Deniz, hava ve kara ara\u00e7lar\u0131 hareketli olduklar\u0131 cihetiyle uluslararas\u0131 seferlere de gitme durumlar\u0131 s\u00f6z konusudur. Bu nedenle bu ara\u00e7lar denetimi, kontrol\u00fc ve bunlarla ilgili mevzuat uluslararas\u0131 ortak \u00e7er\u00e7eve i\u00e7inde olmas\u0131 gerekmekte oldu\u011fu s\u00f6ylemi\u015ftik. O nedenle her ta\u015f\u0131t\u0131n kendine has karar alma, denetleme, tavsiye etme vb. gibi ortak hareket etmek i\u00e7in d\u00fczenleme \u00f6rg\u00fctleri vard\u0131r. Denizcilik ile ilgili kural, tavsiye ve uygulamalar IMO Uluslararas\u0131 Denizcilik \u00d6rg\u00fct\u00fc (International Maritime Organization) taraf\u0131ndan yap\u0131l\u0131r. IMO genel olarak konu ile ilgili mevzuat\/sirk\u00fcler yay\u0131nlar. K\u0131y\u0131 veya liman devletleri gemilerini ve gemi adamlar\u0131n\u0131n buna uygunlu\u011fu sa\u011flamaya \u00e7al\u0131\u015f\u0131r ve denetler. Ayr\u0131ca, ILO (Uluslararas\u0131 \u00c7al\u0131\u015fma \u00d6rg\u00fct\u00fc), WHO (D\u00fcnya Sa\u011fl\u0131k Te\u015fkilat\u0131) vb. gibi uluslararas\u0131 \u00f6rg\u00fctlerin kurallar\u0131na da tabidirler.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Her a\u015famas\u0131 kontrol alt\u0131ndad\u0131r<\/h2>\n\n\n\n<p>Bir gemi nas\u0131l meydana gelir. S\u0131ras\u0131yla ve \u00f6zetlemeye \u00e7al\u0131\u015fal\u0131m. Gemi sahibi (armat\u00f6r) yap\u0131m\u0131na ba\u015flanacak gemiyi kafas\u0131nda tasarlar. Hangi tip gemi olacak, hangi sularda seyredecek, b\u00fcy\u00fckl\u00fc\u011f\u00fc ve ta\u015f\u0131ma amac\u0131 ne olacak gibi verileri tasarlayarak akredite edilmi\u015f bir kurulu\u015fa (dizayn b\u00fcro)&nbsp; \u00e7izim i\u00e7in ba\u015fvurur. Bu arada yap\u0131m a\u015famalar\u0131n\u0131 denetlemesi onaylamas\u0131 ve gelecek i\u00e7in se\u00e7ti\u011fi uluslararas\u0131 (IACS-Uluslararas\u0131 Klas Kurulu\u015flar\u0131 Birli\u011fi) veya kabul g\u00f6rm\u00fc\u015f ulusal (T\u00fcrk Loydu) bir klas kurumu ve gemisini in\u015fa edecek yeterlilikte uygun bir tersane ile de anla\u015f\u0131l\u0131r. Planlar haz\u0131rland\u0131ktan sonra ad\u0131m ad\u0131m y\u00fcr\u00fckl\u00fc\u011fe konmaya ba\u015flan\u0131r. Armat\u00f6r\u00fcn atayaca\u011f\u0131 enspekt\u00f6rler (denet\u00e7iler) gemiyi ilk andan itibaren anla\u015fma \u015fartlar\u0131 d\u00e2hilinde yap\u0131p yapmad\u0131klar\u0131 hususlar\u0131nda denetlerler. Bu arada klas kurumu da gerek duyulduk\u00e7a veya uygun zamanlarda kendi denetlemelerini yaparlar. \u00d6nce kullan\u0131lacak sa\u00e7tan ba\u015flan\u0131r. Kurallar\u0131n kabul etti\u011fi sa\u00e7 kalitesi ve kal\u0131nl\u0131\u011f\u0131 i\u00e7in gerekirse numune al\u0131narak ba\u011f\u0131ms\u0131z kuruma kimyasal ve fiziksel analiz yapt\u0131r\u0131l\u0131r. Tersane i\u015f\u00e7ilerinin de gerekirse ehliyetleri sorgulan\u0131r. Zira tersanede \u00e7al\u0131\u015facak i\u015f\u00e7i ve b\u00fct\u00fcn elemanlar\u0131n uygun g\u00f6r\u00fclen yeterlilik, ehliyet ve say\u0131da olmas\u0131 zorunludur. Proje d\u0131\u015f\u0131 herhangi bir ilave veya \u00e7\u0131kar\u0131m yapma durumu kesinlikle s\u00f6z konusu de\u011fildir. Ancak, zorunlu nedenlerle taraflar\u0131n r\u0131za g\u00f6stermesi ve klas ve\/veya yetkili mercilerin onay\u0131 ile ilaveler veya \u00e7\u0131kar\u0131mlar yap\u0131labilir. Diyelim ki proje d\u0131\u015f\u0131 bir \u00e7al\u0131\u015fma oldu bu durumda buras\u0131 s\u00f6k\u00fcl\u00fcr ve yenisi gene projeye g\u00f6re yapt\u0131r\u0131l\u0131r. Bu nedenle b\u00fct\u00fcn denetimler IACS \u00fcyesi ve kabul g\u00f6rm\u00fc\u015f di\u011fer klas kurulu\u015fu T\u00fcrk Loydu gibi kurulu\u015flar taraf\u0131ndan yap\u0131l\u0131r. Bir klas kurulu\u015fun hangi IACS kurulu\u015fu oldu\u011fu bir \u015feyi de\u011fi\u015ftirmez. Her kurulu\u015f ayn\u0131 IACS kurallar\u0131na tabidir ve ayn\u0131 denetlemeyi yapar. Yani gemilerin yap\u0131lmalar\u0131 esnas\u0131nda denetlemelerde yeknesakl\u0131k esast\u0131r. Kaynak, belki de en \u00f6nemli denetime tabi tutulan i\u015flemdir. Yap\u0131lan yerin durumuna g\u00f6re kaynak\u00e7\u0131n\u0131n sertifikas\u0131 olmas\u0131 gerekti\u011fi gibi yap\u0131lma usul ve esaslar\u0131 da de\u011fi\u015febilir. E\u011fer kaynaktan \u015f\u00fcphe duyuluyorsa film \u00e7ekilir bozuk oldu\u011fu takdirde o mahaller tamamen s\u00f6kt\u00fcr\u00fcl\u00fcr.
