Kent i\u00e7inde herkes \u00f6ncelikle yayad\u0131r. G\u00fcvenli ve konforlu y\u00fcr\u00fcme ortam\u0131n\u0131n tasarlanmas\u0131 ve eri\u015filebilirli\u011fin sa\u011flanmas\u0131 kentsel ya\u015fam\u0131 olumlu y\u00f6nde etkiler.<\/p><\/blockquote>\n\n\n\n<p>G\u00fcn\u00fcm\u00fczde y\u00fcr\u00fcmeyi ve trafikteki yayan\u0131n eri\u015filebilirli\u011fini \u00f6nemseyen kentlerin ya\u015fam kalitelerinin y\u00fcksek oldu\u011fu bilinmekle birlikte, trafik problemlerinin \u00e7\u00f6z\u00fcm\u00fcnde yaya \u00f6ncelikli politikalar\u0131n ve uygulamalar\u0131n yetersizli\u011fi g\u00f6zlemlenmekte. Kentlerde otomobil sahibi olanlar hatta ehliyet sahibi olanlar kenti\u00e7i yolculuklarda yayalara ve y\u00fcr\u00fcyenlere g\u00f6re \u00f6ncelikli konumdad\u0131r. Kenti\u00e7i ula\u015f\u0131mda otomobil kullananlar ve di\u011ferleri yani topluta\u015f\u0131m kullan\u0131c\u0131lar\u0131, bisikletliler ve yayalar yar\u0131\u015f\u0131r durumdalard\u0131r. Bu k\u0131\u015fk\u0131rt\u0131lan rekabet trafik sorununu \u00e7\u00f6zmek yerine kette ya\u015fayanlarda gerginlik yaratmakta ve g\u00fcnl\u00fck ya\u015fam kalitesini olumsuz y\u00f6nde etkilemektedir. Kentin herkes taraf\u0131ndan e\u015fit ko\u015fullarda payla\u015f\u0131lmas\u0131n\u0131n temelinde ula\u015f\u0131m ve trafik problemlerinin \u00e7\u00f6z\u00fcm\u00fcnde b\u00fct\u00fcnc\u00fcl politikalar ve Avrupa Kentsel \u015eart\u0131 kapsam\u0131nda uygulamalar\u0131n ger\u00e7ekle\u015ftirilmesi yatmaktad\u0131r.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Yaya tan\u0131m\u0131<\/h2>\n\n\n\n<p>Evinin kap\u0131s\u0131ndan y\u00fcr\u00fcyerek \u00e7\u0131kmak durumunda olan yaya, otomobil s\u00fcr\u00fcc\u00fc ehliyeti olmaks\u0131z\u0131n kentinin her noktas\u0131na yaya olarak eri\u015fim hakk\u0131na sahiptir. Yaya haklar\u0131n\u0131n, savunucusu olmak i\u00e7in yayalar\u0131n ortak s\u00f6ylem geli\u015ftirdikleri platformlar, dernekler yoktur ya da yok denecek kadar azd\u0131r. Son y\u0131llarda Sokak Bizim Derne\u011fi ve Yaya Derne\u011fi d\u0131\u015f\u0131nda bu konuya odaklanan kat\u0131l\u0131mc\u0131 ve aktif, yerel dernek ya da kurulu\u015ftan bahsetmek \u00e7ok zordur. Bununla birlikte otomobil i\u00e7in kurulmu\u015f, ara\u00e7 g\u00fcvenli\u011fi \u00fczerine \u00e7al\u0131\u015fan, otoparklar\u0131ndan sorumlu, yar\u0131\u015flar\u0131yla, fuarlar\u0131yla ge\u00e7mi\u015ften beri desteklenen, s\u00fcr\u00fcc\u00fc haklar\u0131n\u0131 savunan y\u00fczlerce platform, dernek, kurulu\u015f say\u0131labilir. Bu derneklerin temel amac\u0131 ara\u00e7l\u0131 yolculuklar\u0131n artmas\u0131n\u0131 desteklemese bile, otomobili kentin ve ula\u015f\u0131m\u0131n vazge\u00e7ilmez bir par\u00e7as\u0131 gibi g\u00f6stermektedir. Otomobil camias\u0131n\u0131n \u00e7ok g\u00fc\u00e7l\u00fc ve \u00f6rg\u00fctl\u00fc olmas\u0131 yaya haklar\u0131 savunucular\u0131n\u0131n seslerinin duyulmas\u0131n\u0131 engellemektedir. Yasal \u00e7er\u00e7eveye yaya haklar\u0131 \u00f6zelinde bak\u0131ld\u0131\u011f\u0131nda 2918 Nolu Karayollar\u0131 Trafik Kanunu\u2019nda yayalar\u0131 ilgilendiren \u00e7ok az say\u0131da madde bulun\u00admaktad\u0131r. Bu maddelerden birisi Yaya ge\u00e7idi tan\u0131m\u0131n\u0131 verirken di\u011feri ise Yaya yolu ve Yaya kald\u0131r\u0131m\u0131n\u0131n tan\u0131m\u0131 ile k\u0131s\u0131tl\u0131 kalmaktad\u0131r.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Yaya ge\u00e7idi<\/h2>\n\n\n\n<p>Ta\u015f\u0131t yolunda, yayalar\u0131n g\u00fcvenli ge\u00e7ebilmelerini sa\u011flamak \u00fczere, trafik i\u015faretleri ile belirlenmi\u015f aland\u0131r. Yaya yolu (Yaya kald\u0131r\u0131m\u0131) tan\u0131m\u0131 i\u00e7in ise: Karayolunun, ta\u015f\u0131t yolu kenar\u0131 ile ger\u00e7ek veya t\u00fczelki\u015filere ait m\u00fclkler aras\u0131nda kalan ve yaln\u0131z yayalar\u0131n kullan\u0131m\u0131na ayr\u0131lm\u0131\u015f olan k\u0131sm\u0131d\u0131r<\/p>\n\n\n\n<p>Bu maddeler yayalar\u0131n hangi kurallar \u00e7er\u00e7evesinde trafikte var olacaklar\u0131n\u0131 vurgulamaktad\u0131r. Yayalar\u0131n trafikte nas\u0131l davranmalar\u0131 gerekti\u011fi ile ilgili uyar\u0131c\u0131 nitelikte haz\u0131rlanm\u0131\u015ft\u0131r.<\/p>\n\n\n\n<p>Yasada yayalar ile ilgili \u00f6nceliklere de\u011finilirken yapt\u0131r\u0131mlara yer verilmemektedir. Karayollar\u0131 Trafik Kanununda yaya kelimesi ge\u00e7en en \u00f6nemli d\u00f6rd\u00fcnc\u00fc b\u00f6l\u00fcm de ise;<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>Yayalar, hayvanla \u00e7ekilen veya elle s\u00fcr\u00fclen ara\u00e7larla hayvan s\u00fcr\u00fcc\u00fcleri ve yar\u0131\u015flar hakk\u0131nda kurallar Ba\u015fl\u0131\u011f\u0131 alt\u0131nda yer almaktad\u0131r.<\/p><\/blockquote>\n\n\n\n<p>Son y\u0131llarda ger\u00e7ekle\u015ftirilen Ula\u015ft\u0131rma \u015euralar\u0131n\u0131n daha kapsaml\u0131 ve farkl\u0131 uzmanl\u0131k alanlar\u0131 ile birlikte yap\u0131l\u0131yor olmas\u0131 trafikte YAYA ile ilgili mevzuat\u0131n revizyonu i\u00e7in \u00f6nem ta\u015f\u0131maktad\u0131r. \u0130nsan haklar\u0131 bildirgesi \u00e7er\u00e7evesinde, kentli haklar\u0131ndan yola \u00e7\u0131kan ve yaya haklar\u0131na odaklanan ortak toplant\u0131lar ile elde edilen sonu\u00e7lar raporlarda kalmad\u0131\u011f\u0131 s\u00fcrece yaya haklar\u0131 savunucular\u0131na gerek kalmadan yaya \u00f6ncelikli kentlerde ya\u015famak m\u00fcmk\u00fcn olabilir mi
